Engineering services and construction documents (drawings and specifications) are required to obtain construction permits from building officials in most municipalities and for many industrial clients.  Capital improvement projects can be completed under numerous contractual formats between the owner and design and construction service providers. Two commonly applied delivery methods in public and private projects are designbidbuild (DBB) and designbuild (DB).

DesignBidBuild (DBB) is the most common project delivery method in the manufacturing industry. The owner typically starts by retaining an architect or an engineer to program and develop a scope of work, then generate the project plans and specifications that are used to solicit competitive bids from multiple contractors. 

Design-Build (DB) is a delivery method for building and capital improvement projects for either new construction or existing facility renovations in which a single entity (normally a general contractor working under one contract with the owner) is responsible for providing engineering and architectural services as well as construction of the project.  The design team composed of engineers and architects works for the contractor for DB projects.

Prior to initiating design, many owners want to know if what they want to build is practical and economically sound.  While almost anything is possible with enough funding, it might not be fiscally responsible.  BaSE consults and performs feasibility studies to help owners validate the wisdom of certain projects, especially when they involve alterations to existing facilities.  A feasibility study is an analysis and evaluation of a proposed project to determine if it (1) is technically feasible, (2) is feasible within the estimated cost, and (3) will be profitable. Feasibility studies are encouraged where large investments are at stake.

Investigative or forensic engineering is the application of engineering principles to determine cause and origin of failures or other performance problems. Forensic engineering also involves consultation with legal professionals, including testimony on the findings of these investigations before a court of law or other judicial forum.
